申请博士课程材料需要中国教育部认证吗？呼唤lope

我正在申请UdG的博士课程，但是对学校要求的材料不是很明白，请各位帮忙看一下，好像lope在读博士吧，能不能帮下忙呢，感激不尽。

其中关于留学生需要提交材料的要求是：

Admissió d'estudiants amb títols estrangers

També poden ser admesos als estudis de doctorat de POP els estudiants amb títols estrangers no homologats. Per fer-ho, a part d'omplir la sol·licitud en línia, han de presentar a l’Escola de Postgrau la documentació següent:

Còpia del DNI o Passaport vigent
Còpia compulsada del títol oficial de màster i un certificat acadèmic personal on consti l’escala de valors de referència i on s’acrediti haver superat el mínim de 60 crèdits.
Còpia del títol de llicenciat, enginyer, arquitecte, diplomat o nivell equivalent i un certificat acadèmic personal on consti l’escala de valors de referència.
De la relació anterior, si els documents 2 i 3 no estan escrits en cap dels idiomes oficials del nostre país, han de ser tradu?ts per una de les següents instàncies:

Qualsevol representació diplomàtica o consular de l’Estat espanyol a l’estranger.
La representació diplomàtica o consular a Espanya del país del qual sigui ciutadana la persona sol·licitant o, si s’escau, del país de procedència del document.
Un traductor jurat, degudament autoritzat o inscrit a Espanya.
Tota aquesta documentació (traduccions incloses) ha de ser legitimada per les autoritats pertinents. Els tràmits de legalització de la documentació adjunta varien segons el país on s’hagi cursat la llicenciatura o estudi equivalent:

Pa?sos membres de la Unió Europea i signants de l’Acord sobre l’Espai Econòmic Europeu (taula I). Per als documents expedits en aquests pa?sos no serà necessària cap mena de legalització.
Pa?sos que han subscrit el Conveni de la Haia (taula II). Els documents hauran d’incloure la postil·la de la Haia, emesa per les autoritats competents del país d’origen.
Pa?sos que han subscrit el Conveni Andrés Bello (taula III). Quan el país sigui també signant del Conveni de la Haia, es podrà seguir el procediment establert per aquest, més senzill. En cas contrari, els documents hauran de ser legalitzats per via diplomàtica, per a la qual cosa hauran de ser presentats a:
a) El Ministeri d'Educació del país d’origen, per a títols i certificats d’estudis.
b) La representació diplomàtica o consular d’Espanya en aquest país.
Resta de pa?sos. Els documents hauran de ser legalitzats per via diplomàtica, per a la qual cosa hauran de ser presentats a:
a) El Ministeri d'Educació del país d'origen, per a títols i certificats d’estudis, i el ministeri corresponent per a certificats de naixement i nacionalitat.
b) El Ministeri d’Afers Exteriors del país on es van expedir aquests documents.
c) La representació diplomàtica o consular d’Espanya en aquest país.

Admission of students with foreign degrees

Students with foreign degrees that have not been officially approved may also be admitted to POP doctoral studies by submitting the on-line pre-registration and the following documentation to the Girona International Graduate School:

1. A photocopy of their national identity card or a valid passport.
2. A collated photocopy of their official master’s degree and an academic certificate which includes a reference value scale and certifies that the students have obtained the minimum of 60 ECTS credits.
3. A collated photocopy of their undergraduate degree and an academic certificate including a reference value scale.
If documents 2 and 3 of the previous list are not written in any of the official languages of this country, they must be translated by one of the following authorities:

Any diplomatic mission or consulate of Spain.
The diplomatic mission or consulate in Spain of the applicant’s country or, should it be necessary, of the country of origin of the document.
An official translator, duly authorised or registered in Spain.
All of this documentation (translations included) must be authenticated by the corresponding authorities. The authentication procedure varies depending on the country where the undergraduate degree or its equivalent has been awarded:

1. Documents issued in European Union member countries and in countries that have signed the Agreement on the European Economic Area (Table I) do not need to be authenticated.
2. Documents issued in countries that have signed the Hague Convention (Table II) must include the Apostille of the Hague issued by the proper authorities in those countries.
3. Documents issued in countries that have signed both the Andrés Bello Convention (Table III) and the Hague Convention can be authenticated following the simpler procedure established for the latter. If the country in question has only signed the Andrés Bello Convention, the documents must be authenticated through diplomatic channels, for which they should be submitted to:
a) the Ministry of Education of the country of origin, for degrees and certificates of study.
b) the diplomatic mission or consulate of Spain in that country.
4. Documents issued in other countries must be authenticated through diplomatic channels, for which they should be submitted to:
a) the Ministry of Education of the country of origin, for degrees and certificates of study, and the corresponding ministry for birth and nationality certificates.
b) the Ministry of Foreign Affairs of the country where these documents were issued.
c) the diplomatic mission or consulate of Spain in that country.

我不明白的是
1、是不是必须作教育部的认证，包括学位证书、成绩单、和在读证明（本人在国内还没毕业）呢？
2、“an academic certificate which includes a reference value scale”是什么意思，是不是指成绩单？
3、能否帮我列出需要的认证的所有材料和材料所需办理的手续呢？

2，我也不太清楚，不过一般的成绩单都要含有学时学分什么的，不懂可以给学校写信问一下。
3，学校这边的就是学位证和成绩单，签证那边需要的材料到签证版看一下。要办理的手续请参看

谢谢lope，我已经发信给学校了，可是他们几天都不回复，我的签证都办好了，现在就是不知道那边注册需要的材料是不是再多加个中国教育部认证，这个认证既费时又费钱，能免则免。

不过看这段好像是需要做这个认证的，而且护照还要到对应的颁发机构做认证再拿去双认证，好麻烦啊！

不用，他们只要领事馆的章就OK了。
教育部的认证是他们南美国家的做法。

说确定，不用承担责任的话，我确定。要承担责任的话，我不知道。
我自己是交的普通的认证件，学校认可。他们只看领事馆的章的。其他的不看。
在南美国家，是需要教育部的，国内至少现在没有开始。

谢谢阿，请问你也是申请的博士课程吗，你们学校关于注册有没有这样的认证要求呢

说实话，注册的学位证我就只寄给学校一个公证书，连国内的双认证都没做，也顺利地注册了。不过保险起见，双认证一定是要做的。
MS当时george版主也提过这个问题，我个人也认为是可以不做的，当然，这个还是学校说得算。

对了啥是双认证？

传说中的双认证就是在你的公证书后面盖两个章，一个是中国外交部的，一个是西班牙驻华大使馆的，现在一般都要代办处才能办，具体你去看一下签证版。

如果楼主是申请的GRANADA大学的话，是需要西班牙教育部对等出来之后的材料的，最迟在毕业前。
起码05年我申请的时候是这样规定的。

总之，没关系的。楼主什么拿去，他们基本都会要你的，在毕业前把他们要的东西给他们就可以了
