我是09fall的飞友，很想申请Spain的UC3M的Master in Economic Analysis，因为他家计量很强。

On Admission, official academic transcript should be legalized in Spain as soon as possible by diplomatic procedures and/or The Hague Convention Apostille, except when these documents are expedited by the authorities of the states members of the European Union or by signatory countries of the European Economic Space. Every document must be accompanied by its official translation to Spanish. In absence of such legal requirements expedition of official transcripts and financial support might not be possible.
到哪里去弄那个official translation to Spanish？ 还有那个diplomatic procedures 指什么呢？
