中国教育部的学位认证是怎么个情况？求指点

Authentication of foreign documents must be completed in the following institutions and in the following order:

- Recognition of the signatures in the original documents by the authorities of the Ministry of Education of the home University.
- Legalization of documents by the Ministry of Foreign Affairs of the country in which the documents were issued.
- Recognition of the signature of previous legislation by the Spanish Diplomatic or Consular Representation of that country.  
- Recognition of the signature of the previously signed document by the Legalization Section of the Spanish Ministry of Foreign Affairs.
