在马德里如何申请欧洲青年卡？

如题，如何申请欧洲青年卡？

上网查了，可是有很多种青年卡，也不知道如何申请。

比较多申请的是两种，一种是年龄限制26岁以下的，另一种是30岁以下的，不知它们有什么区别，也不知道到哪里申请。

欧洲青年卡 European Youth Card EURO<26，西文 carne' joven，
是一种欧洲议会认可，官方支持，38国通用的折扣卡，
为了让居住在26岁以下的青年能积极利用文化活动，
交通设施，语言课程，旅游，文艺，等等多方面交流，提供折扣。

不限制是欧洲国籍，也不限制是学生，任何一个居住在欧洲的青年，都可以申请。
此卡在欧洲非常普遍，因为受到广泛的使用，在以下的国家，年限已经从26提升到30岁：
Andorra, Armenia, Belarus, Bulgaria, Croatia, The Czech Republic, Estonia, Finland, Georgia, Germany, Greece, Hungary, Italy, Malta, Moldova, The Netherlands, Poland, Romania, Russia, Serbia, Spain (some regions), Sweden, Switzerland and Ukraine.
