¿En qué diferencia entre los dos?

都是"很长时间","很久"的意思。可是一般说hace/hacía mucho tiempo XXX。
两句要相一致。比方说：
hace tiempo que no te veo
hacía tiempo que no te veía
意思是很久不见，可是 no te veo含义现在还不见你(也许是电话交谈)，no te veía是过去式，所以含义现在见你了。反正在这个情况下也可以说hace tiempo que no te veo或者hace tiempo que no te veía, 可是hacía tiempo que no te veía比较正确。
